Which software use Photoshop style with layers and effects?

I have WinFast PVR2 installed on my PC running Windows 7. I have been able to tune in to all of the digital TV channels here in Brisbane, Queensland Australia, bar one, which is transmitted on 184.

This software used to be free. Why did it change?

I Have a Leadtek DTV1000S driver version 1.3.3.5 . When I try to open Winfast PVR2 it opens but nothing shows up on the screen. It's on the start menu as a task, however it won't maximize.

How can I get sound on Winfast PVR2 card? I can watch picture, but I hear no sound.
