Latest questions about "soundwire server"

I have been able to (easily) set up Soundwire on my main PC and stream music to two Android devices (phone and tablet). But how do I stream to another PC?

I wanted to know what tools (toolkits, APIs, etc) were used for the server. I'm trying to develop a cross-platform audio broadcasting server for Windows and Linux.
