I have a Tracfone UMX 670C that got frozen on the start up screen. I tried to reset it but I keep getting a blank white screen. What can I do?

Every time I boot my HP with Vista, I get a dialogue box wanting me to "allow" this program to run. I've never seen this before and don't understand why a GPIO device is even visible to the user.
