Unfortunately, it can't. You can use only one phone number to activate one account at a time. You can't have multiple accounts with the same phone number. This is a security feature implemented to all of these type of applications. Every account has its own phone number and that's it. The problem is you can't even use the same phone number. Any attempt will display an error that the phone number has already been used to activate another account.
