In order to solve the issue, go to Start > Control Panel > Hardware and Sound > Sound and click the Recording tab. Double-click the recording device and select Enable from Device usage. If you can't see the device on the list, right click on the window and check the Show Disabled Devices option. If the problem is not solved, update the audio drivers and download and install the latest version of Skype.
