The causes for this issue are related to runtime errors, registry keys or file corruption. For any of these, a simple re-installation will fix them, but if you encounter runtime errors, I recommend installing the latest Visual C++ Runtime packages.
Before attempting to perform a re-installation, you should completely uninstall and remove any traces of the Skype product.
