If you access Snapchat application, you will see that there is a list with Best Friends. The list is automatically created when you talk much with a certain ID/users. Access the friends list and tap on the username then select REMOVE. The pop-up shouldn't appear any more and the user will be denied to contact or add you until the blocking flag is removed which it depends entirely on you.
