Another program that you can use is Test Tone Generator. It is shareware, but you can use it 30 days free of charge. If you download and launch it, you can set the frequency value in the field below the Wave function. Also, you can use the Stereo option to set the output sound on two channels:
Also, you can use Multi Tone Generator developed by Timo Esser. It is shareware and it is similar with Test Tone Generator. It can work on two channels (left and right) and it allows you to set an initial and final frequency values.
