Google Play Store application is only available for Android based operating systems. You can't install it in Windows 7 or any other operating system except Android. If you want to have Android applications on your PC, try installing Bluestacks, an Android emulator.
Download, install the application and start it, then add your Gmail/Google account and you will have the possibility to browse Google Play apps and games on your Windows 7 inside Bluestacks.
