This is a server side error. It means that the phone can't communicate with the Google Play servers. In this case, you need to make sure that the problem is not related to your device. First go to Settings > Account and remove the account attached to the phone or simply add another one and the go to Settings > Applications manager and tap on Play Store and Google Play Services. Use Clear data and clear cache then reboot the phone and start to download the applications again.
