If you're using a smartphone, then you will need to unlock the files in the Vault to be able to access them. You can't access the backup from the Google servers, because this is automatically downloaded when you set up the phone for the first time. Check the option that indicates to restore the content on the cloud storage and proceed. You might need to be connected to a WiFi network for this to work correctly.
