In order to disable the access to the program that you mentioned for regular users, you need to change the Parental Control for regular accounts. To do this, on Windows 7 or Windows 8, go to Start and in the search bar type parental control and choose the resulted service with the same name. In the new window that opened, select the user which you want to limit the access and select ON under the Parental Controls. After you did this, select Allow and block specific programs and make sure that the Train Net software is disabled. By doing this, the user will need the Administrator password in order to run the program.
