The BSNL SIM is a pre-paid one and the TATA Photon Plus dongle can be used out of the contract zone. The only way to test it is by actually using the SIM. Insert the SIM and then plug the USB dongle to PC and install its application. Attempt a new connection and wait for the modem to acquire signal. If you keep receiving a no signal error, it means the SIM card is not supported.
