The program seems to think that I have some other video streaming programs opened, but I don't have anything else opened. I do have a facial recognition program, but I have disabled it. Nothing is using my webcam. What can I do?

Many programs can run in background and this can be a reason for your problem. In order to be sure that you don't have any video streaming program opened, press Alt + Ctrl + Delete key combination and open Task Manager. Close all chat messengers, video tools, web browsers and other similar software and try again to use your webcam. If you can't, go to Start, type msconfig and open the tool. Press the Startup tab, un-check the boxes next to all software and reboot your computer. After that, launch Dell Webcam Central and check if the problem is solved. If you still receive the same error, uninstall the utility and install it again. If the issue has been solved, go again to msconfig and enable one by one the Startup utilities to identify the application that is interfering with your webcam.
