In order to fix the problems, I recommend you update Yahoo Messenger to the latest version. Also, access Toshiba Download Center, identify your computer model, select your operating system and download and install the latest webcam drivers. After that, while you're running Yahoo Messenger, press Alt + Ctrl + Delete, open Task Manager and close all unnecessary applications that may use your Internet bandwidth.
