First you need to install the webcam. Connect it to the PC using the USB cable and install it using its own Support CD. After this operation, download Skype and install it. If you don't have an account, you might need to create one from the website.
Once Skype is installed go to Preferences under Video category and select the webcam then you can use video call with other friends.
