In order to fix the issue, I suggest you reinstall the driver. If you don't have the installation CD, you can use Google to find and download the driver. After that, right-click the Computer icon, select Manage and open the Device Manager. Right-click the webcam driver from the Imaging Devices section and select Update Driver Software. Use the Browse option to navigate to the installation package, select the downloaded driver and install it following the provided instructions. If it still doesn't work, check the troubleshooting guide provided by Skype.
