Unfortunately, you can't use the application in Qatar, because its developer is not licensed by ictQATAR (Ministry of Information and Communications Technology). The only two companies currently licensed are QTel and Vodafone. Other countries that have VOIP communication restrictions are: UAE, China, Oman, Syria, Turkey, Malaysia, Bahrain, Belize, Iran, Kuwait, Libya, North Korea, Pakistan, Thailand, Tunisia and Vietnam.
