Please unlock the items, then create or move the shortcut from the desktop to another place and lock the items back. The application will function correctly as long as you don't lock the Program Files folder since it's used by all the software installed in your computer. You can lock the Start menu and Desktop as these don't have an impact on application's or system's performance.
