I have many interviews that I need to transcribe. Are there any programs that can convert the audio to the text?

I have narrowed down results and found 2 applications which were created for your needs. You can try ExpressScribe or HyperTRANSCRIBE for your transcribing operations. The applications also offer the possibility of a pedal use to control audio, playback and any functions related to these.
