I loaded it, but when I try to add an event, I get an error message telling me to open "file/open". What does that mean??

Uninstall Windates and then re-install and run it using compatibility mode.
This shouldn't be a problem even with Windows 10 - 64bit.

It is a system error. I think you should update the software.
