Yes, Fldigi will work on Windows 10. I've tested it on Windows 10 PRO x64 and worked without errors, you don't need the latest version installed. Access the application's page at Software Informer and download the available package. Click the big green download button and wait for the download to start.
Tip: When installing, right click the installation package and choose Run as Administrator.
