First off, I can't guarantee that this will work as Hawkeye DVD Backup Viewer is an old tool designed to work on 32-bits PCs and not on newer 64-bit operating systems.
However, the simplest solution that you could try is to go to this website: https://www.dll-files.com/xvidcore.dll.html scroll down to where you see the two versions of xvidcore.dll (not the DLL files client, the actual files) and download one of them. Next, copy the .dll file that you downloaded and paste it once in Windows\System and again in the application's folder. If this didn't fix your problem do the same thing with the other version of the file from the web page.
If you still can't get the application to run, you might need to set up a virtual machine, install Windows XP on it and run the tool through that VM.
