You can solve this all by yourself, eliminating the need of a technician. Please use Start > Run > type "cmd" and press Enter. If you're using Windows 7, make sure that you select "Run as Administrator". When the Command Prompt comes, type sfc /scannow. Make sure you have a Windows installation disc. The command will search for missing files and it will restore them from the CD. Restart the computer when the operation is finished and your program will work again.
