The thing with these devices is that you can install them on as many PCs as you want, but to use them, only one location can access the Internet since you physically have to connect the dongle to USB.
Therefore, take the USB drive, insert it into another PC and wait for a little until Windows will install the drivers and make it available. Once it finishes, go to Computer, right click the drive that appeared and select Explore. Double click the setup package and start the installation which will copy all the necessary files to enable you to browse the Internet and that's it.
