The software supports connecting to multiple phones and their modem in order to send the SMS, but as for the WiFi hotspot, you will have to connect the PC where the software is installed to the WiFi hotspot, but for that a wireless card is necessary to be installed in PC using a PCI slot or on USB which is more comfortable.
You can "tie" all of these in simultaneous use, without the possibility to combine them in a single app.
