Web Picture Creator software information.

I would like a copy of the software "Web Picture Creator". I had a copy ver. 1.6 but when my hard drive crashed I lost it. The website says in 2014 there was a ver.1.8, but no downloads available. I used Web Picture creator and enjoyed it very much. Would like to have it back in my computer.

I've checked, but I couldn't find a download for. It appears the software has been discontinued for a very long time, hence the lack of download links or official websites.
