Officially, the Picture It! 2000 application is a discontinued product. There is no possible way to downloading it from the Microsoft servers, but apparently, there is a way to get it from the website that stores most of the important stuff found on the Internet.
You will have to visit the Archive.org website to get the ISO. If you have Windows 10, simply double click the ISO and then the installation will start. Based on the release year, I doubt that it will work on Windows 10, therefore virtualization comes into play.
Windows XP needs to be installed in a virtual machine with the help of VirtualBox. There are also tutorials on the official page you can access.
Note: An original Windows XP installation disc is necessary as well.
After installation of Windows XP, drag and drop the ISO onto the virtual OS, mount it or install Daemon Tools Lite to get access to the ISO. Install Picture It! 2000 and enjoy it.
