People nearby: what's the real purpose and how does it works?

I'm using this feature and I'd like to know what's the purpose of this (I see many married people with kids!) and if it can be activated only if I open the WeChat app?Like, I've activated already (never cleaned!), so every time I go to WeChat app my profile will show up or I need go there to activate it?

People Nearby allows you to see who's in your area connected to Snapchat and can be added to your friends list. Once you activate this option, you will be automatically listed and available for adding by other people around you.
