If the data you're transmitting is big regarding the file size, then the process might take a while. However, everything depends on the connection between the PC and the device. I would recommend reinstalling the drivers for the device and then upload again the file you have. The error can also be generated by a time out operation, in which case, the only thing you can do is to check the connection's parameters in the configuration of HaploView.
Secondly, if the application requires elevated access, right click it and choose Run as Administrator.
