WhatsApp requires an accurate date and time because it will provide the licence period based on this settings. My advice is to correctly change the date and time according to your location because although you say it's the Standard time, WhatsApp has problems matching the time on the server and the one on your location. Go to Settings > Date and Time and make sure to use manual settings instead of the automatic ones and then you should be able to install it.
