What is Application Subs version 1.0?

I have a Kyocera Hydro and i was browsing through Boost mobile. I am wondering what this application stubs is and if it is important?

This application is not important and can be removed or disabled on your phone. To disable it go to Settings > Applications manager > All. The app is used by the Android system for an unknown purpose, but users have been reporting that it can be disabled without having an impact on your phone's stability.
