First of all try to delete the caches of your Play Store app. Another solution for this problem would be to remove your Google account, restart your device and enter it again. To remove an account, go to Settings > Accounts > Google > Remove account. After you reboot the device, the phone will ask you to configure it by adding another Google account. After this operation, the problems should disappear and the download functionality should return to normal.
