You can bypass this error by adjusting some settings related to the APN configuration. To fix the error, simply go to Settings -> Wireless and Networks -> Mobile Network then APN (Access Point Name) -> then Select Clear Proxy Option. Additionally, reboot the phone and then access Settings > Applications > All > Google Play Services & Google Play Store.
