Oracle database and SQL developer connection problem.

I'm unable to connect to Oracle database by using SQL developer. However, the GSNI socks client is running. The message I receive is: "IO error. Network adapter could not establish the connection". Can you help?

This error occurs because the Listener service is not started. In order to fix the issue, I suggest you start the Listener using the instructions provided by the Support team.
