The Solution application is found in the full driver package for your HP product. The application is mostly used with the bundled drivers assigned to HP Printer. I recommend removing all the HP Software from your computer, then use the HP Support Page and input the full model number of your device then select the proper operating system and download the full bundled package. Install it and the HP Solution Center should be found in the Start Menu > All Programs > HP. If it's using a service, go to Start > Run > services.msc. Locate the service in the list and right click it. Choose Restart then start the software again from the mentioned menu.
