If you're attempting to launch the latest version of Skype on a Windows XP machine you will encounter this kernel32.dll related error. This happens because you do not have the most recent service pack (SP 3) running on your system. The only way to resolve this is to install a version of Windows XP with SP 3 as you can't update it anymore from SP2 to SP3 because Microsoft has ended support for Windows XP. If you're running a 64 bit version of Windows XP there is no SP 3 and there is nothing you can do regarding the above mentioned error.
