It's possible that you encounter a problem with your camera's driver or a problem with the recording program. Visit the official website of the manufacturer, in order to look for the latest version of the driver. Also, it's a good idea to perform a fresh installation of the ArcSoft WebCam Companion program, or to update it to the latest version. After you freshly installed the program, open it and go under Settings > Video > Video Device (click on Refresh device) and select your webcam. From there click OK and the live stream from your camera should appear on the monitor.
