VLC player is a program developed only to play video files. It doesn't have a proprietary file extension like MOV, AVI, etc, but can work with most of the common file formats. Adobe Premiere is also a video utility, but its main feature is to create and edit video files. There is no way to convert one program to another, but you can play using VLC, video files that you created with Adobe Premiere.
