There are many applications released nowadays capable of managing the partitions on your computer. My favorite one is MiniTool Partition Wizard. It can run on Windows without a restarting. I have used it for HDDs, SSDs, USB flash drives and it worked normally. Access the official website to download a copy of the program. Alternatively, Acronis DiskDirector might be a solution with additional features like disk migration, data backup, etc.
