HDD low level format tool stopped halfway and left my HDD locked.

Is it possible to use the HDD again?

I suggest you use the same tool to perform a new low level format, but make sure the tool will work correctly because if you manage to get it to format it again and the software stops again, I think you will no longer be able to use it.
