A CSV (short for comma-separated values) is a plain text data file which contains database values separated by comas.
On the other hand a CVS (short for Concurrent Versions System) is an open-source service used by developers to track the changes in the development version of their applications.
As you can see, there is nothing related between these files and converting from CSV to CVS has no logic because one it's a file format and the over is a network service.
