If the Windows Defender application refuses to run, go to Start > Run > Services.msc and locate the service in the list. Right click it and select Restart or Start. Once the service started, switch to the application and press the button again and it should start. Additionally, turn on the modules using Tools > Options > Real-time protection and check all the options.
