Yes. The Serial monitor should work on Windows 7 32-bit or 64-bit. If the status is Installed, but not running, it's possible that you didn't properly connect the device to computer. Also, the program can monitor only ports that are normally controlled by Windows serial.sys. If you try to use another port, it will not work.
