I would like to send DTMF tones to program a repeater by preparing a text file. I want the dialer to send the string of commands. Does it have the ability to read a text file?

No, the program doesn't have the ability to read text files. KE5RS Dialer is a small application that allows you to send DTMF tones using its 16 buttons keypad.
