LINE application on PC is relying on the mobile version. For example, accessing is impossible if you don't install it on your mobile first. This is required because you can register your email (needed to sign on PC) only on the mobile version from the Settings > Email. Once you have registered on your mobile, then you can access the application on PC. Signup is not possible on PC versions of the software.
