Can I use Skype in Australia, where the Internet is via cable not telephone?

You can use Skype anywhere in the world if you have access to the Internet. You should be able to use it without problems as long as your PC or device is properly set up and meets its minimum requirements, unless your firewall is blocking it or less probable, your Internet provider is.
