Bluestacks is still in BETA mode. Errors might appear from time to time including loading loops (the one you experience). Completely remove the application from your computer and then download a new streaming package. By removing I mean to delete everything related to Bluestacks including, but not limited to folders, registry entries, temporary files, links, APK shortcuts, etc.
After you do this, download a new package, install it and it should work. At all times use Run as Administrator for every package that's going to be installed.
