This is a classic situations with the updates not being delivered. If the Nokia company releases an update, it takes time propagate to all the regions and while it's available on one region, it might need to pass some time before it's available to you. Additionally, make sure the Internet is active and the Firewall is permissive. You can tweak its settings from Start > Control panel > System and Security > Windows Firewall.
