In this case, if you didn't do this already, remove the battery for a few minutes, put it back in the device and then try to start / charge it. If the problem persists, there is nothing that you can do besides to contact an official service representative. The problem that you've encountered might be caused by a hardware malfunction and it isn't advised to repair it by yourself.
